Institutional Strengthening- MOA

AgriDev, as a Consortium Partner with BK Plus Europe (The Lead Partner), was commissioned to provide technical assistance services under the “Institutional Strengthening and Organizational Transformation of Lebanon’s Ministry of Agriculture – Comprehensive Assessment, Redesign, and Implementation Support”. The Project is financed by FAO Lebanon Country Office.

The Overall Objective of the assignment is to strengthen the institutional capacity, organizational effectiveness, and service delivery performance of the Ministry of Agriculture (MoA) through a comprehensive reform initiative that assesses current structures, designs an optimized institutional framework aligned with the National Agricultural Strategy 2026-2035, and develops a detailed implementation roadmap for sustainable transformation. The project covers the MOA associated entities including the Green Plan, LARI, and The DGC. 

The expected outcomes are:
– Evidence-based institutional reform package grounded in rigorous assessment and international best practices;
– Optimized organizational structure that enhances MoA’s efficiency, coordination, and service delivery capacity;
– Strengthened governance systems that reduce bureaucracy, improve decision-making, and enhance accountability;
– Enhanced human capital through clear competencies, professional development, and performance management;
– Robust M&E framework enabling data-driven management and continuous improvement;
– Actionable implementation roadmap with broad stakeholder ownership enabling sustained reform progress;
– Institutional foundation for effective delivery of Lebanon’s National Agricultural Strategy 2026-2035.
